Outlook Express Instructions:
Open Outlook Express.
Click Tools.
Click Options.
Click the Connection tab.
Uncheck the box that says Hang up after sending and receiving.
If its already unchecked, leave it unchecked. This was not the problem. Check this Knowledge Base Article for more information.
